Every route we forced by hand.

Routes are computed by the published rule, never chosen. When an editor overrules the computation anyway, the override is recorded here — subject, date, reason — permanently and in public. This register is the site auditing itself: if it fills up with entries that all point the profitable way, you have caught us.

The register is empty. No route has ever been forced by hand — every route on every published ruling is exactly what the rule computes from the recorded capability fields. Empty is the good state, and it is checked in CI: a stored route that disagrees with the recomputed route fails the build.
